Residents \- who pay £38-a-year for permits to park outside their bungalows \- say nothing can stop parents taking the spots in Stoke, Staffordshire. Fed-up John Hallam, 75, claimed one neighbour who dared to jot down the registration of a rule-breaking car saw his window bricked hours later. And he told how a driver jostling for space scratched his car \- causing £3,000 of damage. Luckily, the insurance covered but it still cost me the £350 excess. "They don't care that they're not supposed to park there \- they do it anyway. "There's never any wardens around to ticket them, so they feel they can get away with it. "We daren't go out and confront them because of the abuse you get. "You tell them they can't park there and they'll just say: 'I can park where I want' \- and that's a kind way of putting it. "It's just horrendous at school-run times. "I go fishing and I've got to be back by 2.20pm otherwise I can't park outside the house. "You can't just nip to the shops or anything like that. Both sides of the roads are packed. "They're on the zig zags outside the school, in the school entrance. ...The school put barriers up to stop them but they just push them over. "I tried putting cones out to keep my space but they would just get out of their cars and move them. "They are a law unto themselves. It's been going on for 25 years. We've just had enough of it." Neighbours Frank and Cynthia Moran, 75, claim they suffered verbal abuse from parents after asking them to move their cars from outside their home. PARKING MAD They blasted the council for not doing enough to ticket drivers parking without permits. Frank, 74, said: "If you go out and you can't get back for 8.30am, then you have to stay away until 9.20am. "If you're out in the afternoon you think 'oh God, we better get back, the school run is on in half an hour'. "Everybody just parks where they want. We only see the parking wardens three times a year booking people. "The rest of the time they can do what they like." Stoke-on-Trent council is currently installing 16 off-road parking spaces for the eight homes near Sutherland school. It will mean residents can park on communal driveways instead of at the roadside, where the parking permit scheme is in operation. But neighbours remain fearful that school-run parents will simply continue to block them in. Retired audio typist Margaret Garner, 75, said: ...We've had cars damaged, wing mirrors blown off, boots rammed. "If we go out in our cars, we can't get back in because of the school run. "You say something to them and all you get is abuse. They say 'we've paid road tax, we can bloody well park here' or 'I'll only be two bloody minutes'. "But where can we park if they're in our spaces? We pay money for these spaces and we can't park in them. "It's the end of October now and since the start of the school year, we've had one parking warden out. That was the first day of term in September. "The parents park there because they know they can get away with it. "They know it's a £70 fine if they get picked up but it doesn't stop them. "It's selfish behaviour. "If I parked outside their house they wouldn't like it, would they?" "We don't blame the children. It's not the kids; it's the parents who won't leave their cars at home and walk to school." Stoke councillor Lorraine Beardmore said: ...Work is starting on a new parking scheme on Beaconsfield Drive to create 16 new off-road parking spaces to alleviate parking issues and road safety concerns at the top of Beaconsfield Drive.  ...The works are expected to start on Monday, October 24 and last for eight weeks....
